Russia’s attacks on Georgia and Ukraine prove that one can ignore the UN Charter, the Geneva Conventions, and OSCE principles with impunity. In 2022, Russia faced sanctions and export controls, but international pressure did not change Putin’s mind. The ICC has issued arrest warrants against Vladimir Putin and his close associates, as well as against Benjamin Netanyahu and his defence minister. Yet, several countries, including EU member states like Hungary and Belgium, have openly declared that they will not abide by the court’s orders. Others, like Mongolia, have simply ignored them. What will become of international law and the institutions meant to safeguard it if no one adheres to or respects them? How can we hold violators of international law accountable?
