Dmytro Kuleba

Minister of Foreign Affairs of Ukraine (online)

Dr Dmytro Kuleba has been the Minister for Foreign Affairs (MFA) of Ukraine since March 2020. From 2003 to 2010, he worked at the MFA, the Permanent Mission of Ukraine to the OSCE, and the office of Ukraine’s Foreign Minister (2010-13) in charge of the issues related to the image of Ukraine abroad, international organisations, and relations with the United States. In 2013, Dr Kuleba also served as an advisor to the Deputy Prime Minister for Humanitarian Affairs. After quitting civil service in 2013, he chaired the board of the UART Foundation for Cultural Diplomacy. In 2014, he returned to the MFA as Ambassador-at-Large and introduced the concepts of digital diplomacy, strategic communications, cultural diplomacy, and public diplomacy into the Ministry’s work. In 2016, Dr Kuleba was appointed Permanent Representative of Ukraine to the Council of Europe and then Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine (2019-20). Dr Kuleba studied international law at Taras Shevchenko University (Kyiv) and obtained a PhD in law. Dr Kuleba is the author of The War for Reality. How to Win in the World of Fakes, Truths and Communities.
