Etienne de Durand, an expert on strategic and military affairs, joined the French Ministry of Defence in 2015 as Deputy for Defence Policy and Strategic Foresight at its Policy Branch DGRIS (Directorate General for International Relations and Strategy/Directorate for Defence Strategy, Counter-Proliferation and Strategic Foresight). Before joining the ministry, he was Senior Research Fellow and then Director of Security Studies (2006–2015) at the French Institute for International Relations. He is also Assistant Professor at the Institut d’Etudes Politiques de Paris (Sciences Po) and has taught international relations and security studies at the Université Jean Moulin–Lyon III, the Ecole Spéciale Militaire de Saint-Cyr Coëtquidan, and the Collège Interarmées de Défense. He was a civilian adviser for General McChrystal’s Afghanistan review in 2009 and contributed to the 2013 Defence White Paper in France.
