Mariana Betsa

Deputy Minister of Foreign Affairs of Ukraine

Mariana Betsa is Deputy Minister for Foreign Affairs of Ukraine and President of the National Commission of Ukraine for UNESCO, positions she has held since 2024. Ms Betsa joined the Ministry of Foreign Affairs of Ukraine in 2001, working in the Treaty and Legal Department of the MFA and at the Embassy of Ukraine in the Netherlands. She subsequently represented Ukraine at the Permanent Mission to the International Organisations in Vienna, focusing on OSCE issues, before serving as MFA Spokesperson and Head of the Information Department from 2015 to 2018. From 2018 to 2023, she served as Ambassador Extraordinary and Plenipotentiary to Estonia before taking up the role of Ambassador-at-Large for the Global Ukrainian Community. Ms Betsa has undertaken professional training at the Diplomatic Academy of London, the Clingendael Institute of International Relations in The Hague, and the US State Department's International Visitor Leadership Program, among others. She holds the diplomatic rank of Envoy Extraordinary and Plenipotentiary of the First Class and has received numerous awards from Ukrainian state institutions, as well as Estonian state decorations. A graduate of Taras Shevchenko National University of Kyiv, she holds a master’s degree with honours in International Law and is a qualified interpreter of English.
