Celeste Wallander

Assistant Secretary of Defense for International Security Affairs, Office of the Secretary of Defense for Policy at the US Department of Defense

Dr Celeste Wallander is Assistant Secretary of Defense for International Security Affairs at the US Department of Defense. She previously served as Special Assistant to the President and Senior Director for Russia and Central Asia on the National Security Council from 2013 to 2017, and as the Deputy Assistant Secretary of Defense for Russia, Ukraine and Eurasia from 2009 to 2012. Outside government, she has served as president and CEO of the US-Russia Foundation from 2017 to 2022, professor at American University from 2009 to 2013, director for Russia and Eurasia at the Center for Strategic and International Studies from 2001 to 2006, senior fellow at the Council on Foreign Relations in 2000–2001, and professor of government at Harvard from 1989 to 2000. She is the author of over 80 publications on European and Eurasian security issues, focused on Russian foreign and defense strategy. She received her PhD in 1990 and degrees in MPhil in 1986 and MA in 1985 from Yale University. She is a member of the Council on Foreign Relations, the Atlantic Council of the United States, and the International Institute for Strategic Studies.
