Is the EU Prepared for Enlargement?

In December 2023, EU leaders agreed to open membership talks with Moldova and Ukraine and to grant candidate status to Georgia. While all these countries will need to go through intensive reforms, so will the EU. To prepare for enlargement the EU will need to agree to a series of internal reforms to improve its governance. Should the EU shift from unanimity to qualified majority voting within the Council in key areas, like foreign and security policy? Are treaty changes necessary? What else can be done to improve the governance of an enlarged union?
